this changes most visble uses of master/slave terminology in tests.sh
and most uses of 'type master' or 'type slave' in named.conf files.
files in the checkconf test were not updated in order to confirm that
the old syntax still works. rpzrecurse was also left mostly unchanged
to avoid interference with DNSRPS.

Add a +burst option to mdig so that we have a second to setup the
mdig calls then they run at the start of the next second.
RRL uses 'queries in a second' as a approximation to
'queries per second'. Getting the bursts of traffic to all happen in
the same second should prevent false negatives in the system test.
We now have a second to setup the traffic in. Then the traffic should
be sent at the start of the next second. If that still fails we
should move to +burst=<now+2> (further extend mdig) instead of the
implicit <now+1> as the trigger second.

- all tests with "recursion yes" now also specify "dnssec-validation yes",
and all tests with "recursion no" also specify "dnssec-validation no".
this must be maintained in all new tests, or else validation will fail
when we use local root zones for testing.
- clean.sh has been modified where necessary to remove managed-keys.bind
and viewname.mkeys files.

- update copyrights and license headers
- add -j to the make commands in .gitlab-ci.yml to take
advantage of parallelization in the gitlab CI process
Added test for RT #39197. Made the rrl test more
tolerant of minor differences in results due to
timing. Removed the failure override for the rrl
test.

The merge also needed to update files in legacy and tcp system tests
(newly introduced in master after branch was created) to introduce use
of lockfile.
3590. [bug] When using RRL on recursive servers, defer
rate-limiting until after recursion is complete;
also, use correct rcode for slipped NXDOMAIN
responses. [RT #33604]
3525. [func] Support for additional signing algorithms in rndc:
hmac-sha1, -sha224, -sha256, -sha384, and -sha512.
The -A option to rndc-confgen can be used to
select the algorithm for the generated key.
(The default is still hmac-md5; this may
change in a future release.) [RT #20363]
RRL system test seems to be highly dependent on system speed.
We are leaving it running and reporting results, but forcing it
to return PASS unless one or more of the servers crashed or could
not start.
