Replace isc_mem_destroy() with isc_mem_detach()
Remove legacy isc_mem_destroy() and just use isc_mem_detach() as
isc_mem_destroy() doesn't play well with call_rcu API.

afb424c9b6 simplify dns_name_fromtext() interface
previously, dns_name_fromtext() took both a target name and an
optional target buffer parameter, which could override the name's
dedicated buffer. this interface is unnecessarily complex.

we now have two functions, dns_name_fromtext() to convert text
into a dns_name that has a dedicated buffer, and dns_name_wirefromtext()
to convert text into uncompressed DNS wire format and append it to a
target buffer.

in cases where it really is necessary to have both, we can use
dns_name_fromtext() to load the dns_name, then dns_name_towire()
to append the wire format to the target buffer.

Move the library init and shutdown to executables
Instead of relying on unreliable order of execution of the library
constructors and destructors, move them to individual binaries.  The
advantage is that the execution time and order will remain constant and
will not depend on the dynamic load dependency solver.

This requires more work, but that was mitigated by a simple requirement,
any executable using libisc and libdns, must include <isc/lib.h> and
<dns/lib.h> respectively (in this particular order).  In turn, these two
headers must not be included from within any library as they contain
inlined functions marked with constructor/destructor attributes.

53991ecc14 Refactor and simplify isc_symtab
This commit does several changes to isc_symtab:

1. Rewrite the isc_symtab to internally use isc_hashmap instead of
   hand-stiched hashtable.

2. Create a new isc_symtab_define_and_return() api, which returns
   the already defined symvalue on ISC_R_EXISTS; this allows users
   of the API to skip the isc_symtab_lookup()+isc_symtab_define()
   calls and directly call isc_symtab_define_and_return().

3. Merge isccc_symtab into isc_symtab - the only missing function
   was isccc_symtab_foreach() that was merged into isc_symtab API.

4. Add full set of unit tests for the isc_symtab API.

10accd6260 clean up uses of ISC_R_NOMEMORY
the isc_mem allocation functions can no longer fail; as a result,
ISC_R_NOMEMORY is now rarely used: only when an external library
such as libjson-c or libfstrm could return NULL. (even in
these cases, arguably we should assert rather than returning
ISC_R_NOMEMORY.)

code and comments that mentioned ISC_R_NOMEMORY have been
cleaned up, and the following functions have been changed to
type void, since (in most cases) the only value they could
return was ISC_R_SUCCESS:

- dns_dyndb_create()
- dns_ipkeylist_resize()
- dns_kasp_create()
- dns_kasp_key_create()
- dns_keystore_create()

(the exception is dns_view_create(), which could have returned
other error codes in the event of a crypto library failure when
calling isc_file_sanitize(), but that should be a RUNTIME_CHECK
anyway.)

Since BIND 9 headers are not longer public, there's no reason to keep
the ISC_LANG_BEGINDECL and ISC_LANG_ENDDECL macros to support including
them from C++ projects.

6d44e7320e Check that a zone that serves A/AAAA is served over IPv4/IPv6
named-checkzone will now, as part of the zone's integrity checks,
look to see if there are A or AAAA records being served and if so
check that the nameservers have A or AAAA records respectively.

These are a sometimes overlooked checks that, if not met, can mean
that a service that is supposed to reachable over IPv6 will not be
resolvable when the recursive resolver is IPv6 only.  Similarly for
IPv4 servers when there are IPv4 only resolvers.

202c68e6a8 document optional statements the same, enabled or not
the generated grammar for named.conf clauses that may or may not be
enabled at compile time will now print the same comment regardless of
whether or not they are.

previously, the grammar didn't print a comment if an option was enabled,
but printed "not configured" if it was disabled. now, in both cases,
it will say "optional (only available if configured)".

as an incidental fix, clarified the documentation for "named-checkconf -n".

1cd0d291d3 enforce '*._er' requirement for error-reporting zones
if "log-report-channel" is set to "yes", then the zone must
contain a wildcard name matching '*._er' with a TXT record.

61faffd06f Add flag to named-checkconf to ignore "not configured" errors
named-checkconf now takes "-n" to ignore "not configured" errors.
This allows named-checkconf to check the syntax of configurations
from other builds which have support for more options.

679e90a57d Add isc_log_createandusechannel() function to simplify usage
The new
isc_log_createandusechannel() function combines following calls:

    isc_log_createchannel()
    isc_log_usechannel()

calls into a single call that cannot fail and therefore can be used in
places where we know this cannot fail thus simplifying the error
handling.

091d738c72 Convert all categories and modules into static lists
Remove the complicated mechanism that could be (in theory) used by
external libraries to register new categories and modules with
statically defined lists in <isc/log.h>.  This is similar to what we
have done for <isc/result.h> result codes.  All the libraries are now
internal to BIND 9, so we don't need to provide a mechanism to register
extra categories and modules.

b2dda86254 Replace isc_log_create/destroy with isc_logconfig_get()
Add isc_logconfig_get() function to get the current logconfig and use
the getter to replace most of the little dancing around setting up
logging in the tools. Thus:

    isc_log_create(mctx, &lctx, &logconfig);
    isc_log_setcontext(lctx);
    dns_log_setcontext(lctx);
    ...
    ...use lcfg...
    ...
    isc_log_destroy();

is now only:

    logconfig = isc_logconfig_get(lctx);
    ...use lcfg...

For thread-safety, isc_logconfig_get() should be surrounded by RCU read
lock, but since we never use isc_logconfig_get() in threaded context,
the only place where it is actually used (but not really needed) is
named_log_init().

Initialize the DST subsystem implicitly
Instead of calling dst_lib_init() and dst_lib_destroy() explicitly by
all the programs, create a separate memory context for the DST subsystem
and use the library constructor and destructor to initialize the DST
internals.

and is going to be removed.  Remove the OpenSSL Engine support in favor
of OpenSSL Providers.

c54880e3fa Fix assertion failure when checking named-checkconf version
The dst_lib_destroy() should be called only if dst_lib_init() was called
before.  In named-checkconf, that is guarded by dst_cleanup variable
that was erroneously set to true by default.  Set the dst_cleanup to
'false' by default.

92b305be4b add a compile-time option to select default zone and cache DB
by default, QPDB is the database used by named and all tools and
unit tests. the old default of RBTDB can now be restored by using
"configure --with-zonedb=rbt --with-cachedb=rbt".

some tests have been fixed so they will work correctly with either
database.

CHANGES and release notes have been updated to reflect this change.

bb4464181a switch database defaults from "rbt" to "qp"
replace the string "rbt" throughout BIND with "qp" so that
qpdb databases will be used by default instead of rbtdb.
rbtdb databases can still be used by specifying "database rbt;"
in a zone statement.

Use _exit() in the fatal() function
Since the fatal() isn't a correct but rather abrupt termination of the
program, we want to skip the various atexit() calls because not all
memory might be freed during fatal() call, etc.  Using _exit() instead
of exit() has this effect - the program will end, but no destructors or
atexit routines will be called.

d9ab5b9ecc disable checks by default in named-compilezone
Zone content integrity checks can significantly slow the conversion
of zones from raw to text. As this is more properly a job for
named-checkzone anyway, we now disable all zone checks by
default in named-compilezone.

Users relying on named-compilezone for integrity checks as
well as format conversion can run named-checkzone separately,
or re-enable the checks in named-compilezone by using:
"named-compilezone -n fail -k fail -r warn -T warn -W warn".

a830adff1c Allow named-checkconf to selectively check dnssec-policy algorithms
There are times where you want named-checkconf to check whether the
dnssec-policies should be constrained by the cryptographic algorithms
supported by the operation system or to just accept all possible
algorithms.  This provides a mechanism to make that selection.

d42b636d5a named-checkconf needs to know if named will be running in FIPS mode
Call dst_lib_init to set FIPS mode if it was turned on at configure
time.

Check that named-checkconf report that dnssec policies that wont
work in FIPS mode are reported if named would be running in FIPS
mode.

2399556bee deprecate delegation-only and root-delegation only
These options and zone type were created to address the
SiteFinder controversy, in which certain TLD's redirected queries
rather than returning NXDOMAIN. since TLD's are now DNSSEC-signed,
this is no longer likely to be a problem.

The deprecation message for 'type delegation-only' is issued from
the configuration checker rather than the parser. therefore,
isccfg_check_namedconf() has been modified to take a 'nodeprecate'
parameter to suppress the warning when named-checkconf is used with
the command-line option to ignore warnings on deprecated options (-i).

a52b17d39b
remove isc_task completely
as there is no further use of isc_task in BIND, this commit removes
it, along with isc_taskmgr, isc_event, and all other related types.

functions that accepted taskmgr as a parameter have been cleaned up.
as a result of this change, some functions can no longer fail, so
they've been changed to type void, and their callers have been
updated accordingly.

the tasks table has been removed from the statistics channel and
the stats version has been updated. dns_dyndbctx has been changed
to reference the loopmgr instead of taskmgr, and DNS_DYNDB_VERSION
has been udpated as well.

9bb46262af remove /etc/bind.keys
the built-in trust anchors in named and delv are sufficent for
validation. named still needs to be able to load trust anchors from
a bind.keys file for testing purposes, but it doesn't need to be
the default behavior.

we now only load trust anchors from a file if explicitly specified
via the "bindkeys-file" option in named or the "-a" command line
argument to delv. documentation has been cleaned up to remove references
to /etc/bind.keys.

Closes #3850.

settings.  The default is on as per bin/named/config.c.

dc233bdb3f Remove remaining checks for rbt64
These checks have been redundant since the `rbtdb64` implementation
was removed in 2018 (commit 784087390a). It isn't possible to create
a zone that uses `database "rbt64"` now that the `rbt64` database
implementation has been removed, so the checks will always fail.

2707d0eeb7 Set hard thread affinity for each zone
After switching to per-thread resources in the zonemgr, the performance
was decreased because the memory context, zonetask and loadtask was
picked from the pool at random.

Pin the zone to single threadid (.tid) and align the memory context,
zonetask and loadtask to be the same, this sets the hard affinity of the
zone to the netmgr thread.

04d0b70ba2 Replace ISC_NORETURN with C11's noreturn
C11 has builtin support for _Noreturn function specifier with
convenience noreturn macro defined in <stdnoreturn.h> header.

Replace ISC_NORETURN macro by C11 noreturn with fallback to
__attribute__((noreturn)) if the C11 support is not complete.

584f0d7a7e Simplify way we tag unreachable code with only ISC_UNREACHABLE()
Previously, the unreachable code paths would have to be tagged with:

    INSIST(0);
    ISC_UNREACHABLE();

There was also older parts of the code that used comment annotation:

    /* NOTREACHED */

Unify the handling of unreachable code paths to just use:

    UNREACHABLE();

The UNREACHABLE() macro now asserts when reached and also uses
__builtin_unreachable(); when such builtin is available in the compiler.

fe7ce629f4 Add FALLTHROUGH macro for __attribute__((fallthrough))
Gcc 7+ and Clang 10+ have implemented __attribute__((fallthrough)) which
is explicit version of the /* FALLTHROUGH */ comment we are currently
using.

Add and apply FALLTHROUGH macro that uses the attribute if available,
but does nothing on older compilers.

In one case (lib/dns/zone.c), using the macro revealed that we were
using the /* FALLTHROUGH */ comment in wrong place, remove that comment.

Add internal hyperlinks to See Also section of manual pages
Replace :manpage: with :iscman: to generate internal hyperlinks. That
way reader can use links even when offline, and jumps to man pages
for the same version.

Formerly HTML version of man pages did not have links in See Also
section because :manpage: role in Sphinx can generate only external
hyperlinks - and we do not have that enabled.
Enabling the Sphinx :manpage: linking could reliably create hyperlinks
only to external URLs, but that would take users to another version
of docs.

Hyperlink program names to their manual pages
Use the new role :iscman: to replace all occurences or ``binary``
with :iscman:`binary`, creating a hyperlink to the manual page.

Generated using:

Additional hand-edits were done mainly around filter-aaaa and
filter-a which are program names and and option names at the
same time. Couple more edits was neede to fix .rst syntax broken by

Use semantic markup for :program: self-references
Sphinx has it's own :program: syntax for refering to program names.
Use it for self-references in manual pages. These self-references are
not clickable and not as eye-cathing as links, which is a good thing.
There is no point in attracting attention to ``dig`` several times on a
single page dedicated to dig itself.

Substituted automatically using:
    find bin  -name *.rst | xargs fgrep --files-with-matches '.. program' | xargs -n1 bash /tmp/repl.sh

With /tmp/repl.sh being:
    BASE=$(basename "$1" .rst)
