Remove dnssec-must-be-secure feature
The dnssec-must-be-secure feature was added in the early days of BIND 9
and DNSSEC and it makes sense only as a debugging feature.  There are no
reasons to keep this feature in the production code anymore.

Remove the feature to simplify the code.

c3d3d12911 change allow-transfer default to "none"
Changed the default value for 'allow-transfer' to 'none'; zone
transfers now require explicit authorization.

Updated all system tests to specify an allow-transfer ACL when needed.

Revised the ARM to specify that the default is 'none'.

Mark the autosign system test as flaky
The autosign test uses sleep in many cases to wait for something to
happen. This inevitably leads to an instability that manifests in our
CI. Allow an automatic rerun of the test to improve its stability.

815f54ec27 revise test for ENT NSEC3 cleanup
as a side effect of the switch from RBT to QBDB, NSEC3 records
are no longer created for empty non-terminal nodes when the
node only contains insecure delegations in an opt-out range.

such NSEC3 records are optional according to RFC 5155 (and,
for example, they are not created by dnssec-signzone), but they were
previously created by named, as a harmless side effect of the RBT
structure, which contains empty internal nodes that can be reached
by a DB iterator. these nodes are not present in the QPDB, so
NSEC3 records are not created unless they're actually required.

the autosign system test contained a test case (added in commit
ad91a70d as part of GL #4027) that checked whether ENT NSEC3
records were deleted when the delegations under the ENT removed.
this test no longer passes, because the NSEC3's are not created
in the first place, and therefore cannot be removed.

rather than "fix" the QPDB to add unnecessary NSEC3 records, this
commit instead revises the test to check for removal of ENT NSEC3
records when *not* using opt-out.

1d6b892e04 Regression check for NSEC3 to NSEC3 conversion
When changing the NSEC3 chain, the new NSEC3 chain must be built before
the old NSEC3PARAM is removed.  Check each delta in the conversion to
ensure this ordering is met.

bdb42d3838 Regression check for missing RRSIGs
When transitioning from NSEC3 to NSEC the added records where not
being signed because the wrong time was being used to determine if
a key should be used or not.  Check that these records are actually
signed.

3c08fbc79f Change NSEC3 iterations to 0 in system tests
The system tests need to be updated because non-zero iterations are no
longer accepted.

The autosign system test changes its iterations from 1 to 0 in one
test case. This requires the hash to be updated.

The checkconf system test needs to change the iterations in the good
configuration files to 0, and in the bad ones to 1 (any non-zero value
would suffice, but we test the corner case here). Also, the expected
failure message is change, so needs to be adjusted.

The nsec3 system test also needs iteration configuration adjustments.
In addition, the test script no longer needs the ITERATIONS environment
variable.

In the process of updating the system tests, I noticed an error
in the dnssec-policy "nsec3-other", where the salt length in one
configuration file is different than in the other (they need to be
the same). Furthermore, the 'rndc signing -nsec3param' test case
is operated on the zone 'nsec-change.kasp', so is moved so that the
tests on the same zone are grouped together.

Remove the lock-file configuration and -X argument to named
The lock-file configuration (both from configuration file and -X
argument to named) has better alternatives nowadays.  Modern process
supervisor should be used to ensure that a single named process is
running on a given configuration.

Alternatively, it's possible to wrap the named with flock(1).

Reformat shell scripts with shfmt
All changes in this commit were automated using the command:

  shfmt -w -i 2 -ci -bn . $(find . -name "*.sh.in")

By default, only *.sh and files without extension are checked, so
*.sh.in files have to be added additionally. (See mvdan/sh#944)

Rename system test directory with common files to _common
The old name "common" clashes with the convention of system test
directory naming. It appears as a system test directory, but it only
contains helper files.

To reduce confusion and to allow automatic detection of issues with
possibly missing test files, rename the helper directory to "_common".
The leading underscore indicates the directory is different and the its
name can no longer be confused with regular system test directories.

bbfdcc36c8 Add inline-signing to dnssec-policy
Add an option to enable/disable inline-signing inside the
dnssec-policy clause. The existing inline-signing option that is
set in the zone clause takes priority, but if it is omitted, then the
value that is set in dnssec-policy is taken.

The built-in policies use inline-signing.

This means that if you want to use the default policy without
inline-signing you either have to set it explicitly in the zone
clause:

    zone "example" {
        ...
        dnssec-policy default;
        inline-signing no;
    };

Or create a new policy, only overriding the inline-signing option:

    dnssec-policy "default-dynamic" {
        inline-signing no;
    };

    zone "example" {
        ...
        dnssec-policy default-dynamic;
    };

This also means that if you are going insecure with a dynamic zone,
the built-in "insecure" policy needs to be accompanied with
"inline-signing no;".

f5bf8c1d30 Update autosign system test
When checking for the number of logs related to DNSKEY key maintenance
events, don't include CDNSKEY is published lines.

Also consider RSASHA1: If not supported, the key maintenance for
the nsec-only zone are not logged.

9f75f472f6 Alter autosign system test
The autosign system test mainly tests the auto-dnssec configuration
option. Since this option is going to be removed, update the system
test so that it uses dnssec-policy.

We could remove the complete system test, but keeping an altered
version of the system test may still be useful to detect unexpected
behavior after code changes.

Change the ns1 (test root server) to use manual signing. This zone
has some weird corner cases that do not fit the dnssec-policy model
very well.

The ns2 bar zone also needs to use manual signing, because it revokes
its key, and RFC 5011 key revocation is not supported with
dnssec-policy.

There are also a couple of weird corner test cases that can be removed:
- Inactive KSK or ZSK. With dnssec-policy there is no such thing as
  ZSK taking over the role of a KSK when the KSK is deleted, or vice
  versa.
- The CDS and CDNSKEY DELETE records are now automated with
  dnssec-policy and so the tests for persistence are no longer required.

In tests.sh, bump the expected number of root DNSKEY records to 11,
because with manual signing the activation before publication is
actually honored.

Also remove any 'rndc signing -nsec3param' commands because with
dnssec-policy you set the NSEC3 parameters in the configuration.

Remove any check interval tests, these "next key event" times are
now calculated and tested in the kasp system test.

Run system tests with set -e
Ensure all shell system tests are executed with the errexit option set.
This prevents unchecked return codes from commands in the test from
interfering with the tests, since any failures need to be handled
explicitly.

2f5bf6d971
Add pytest functions for shell system tests
In order to run the shell system tests, the pytest runner has to pick
them up somehow. Adding an extra python file with a single function
for the shell tests for each system test proved to be the most
compatible way of running the shell tests across older pytest/xdist
versions.

Modify the legacy run.sh script to ignore these pytest-runner specific
glue files when executing tests written in pytest.

cd2f619842 Remove dynamic update key management tests
Remove test cases that rely upon key and denial of existence
management operations triggered by dynamic updates.

The autosign system test needed a bit more care than just removing
because the test cases are dependent on each other, so there are some
additional tweaks such as setting the NSEC3PARAM via rndc signing,
and renaming zone input files. In the process, some additional
debug output files have been added, and a 'ret' fail case overwrite
was fixed.

19dda1fb93 autosign: use FIPS compatible algorithms and key sizes
The nsec-only.example zone was not converted as we use it to
test nsec-only DNSSEC algorithms to nsec3 conversion failure.
The subtest is skipped in fips mode.

Update "checking revoked key with duplicate key ID" test
to use FIPS compatible algorithm.

513cb24b55 Make "checking revoked key with duplicate key ID" work
There should be 2 keys with the same key id after the numerically
lower one is revoked (serial space arithmetic).  The DS points
at the non-revoked key so validation should still succeed.

f08277f9fb Test CDS DELETE persists after zone sign
Add a test case for a dynamically added CDS DELETE record and make
sure it is not removed when signing the zone. This happens because
BIND maintains CDS and CDNSKEY publishing and it will only allow
CDS DELETE records if the zone is transitioning to insecure. This is
a state that can be identified when using KASP through 'dnssec-policy',
but not when using 'auto-dnssec'.

Remove leftover test code for Windows
- Removed all code that only runs under CYGWIN, and made all
  code that doesn't run under CYGWIN non-optional.
- Removed the $TP variable which was used to add optional
  trailing dots to filenames; they're no longer optional.
- Removed references to pssuspend and dos2unix.
- No need to use environment variables for diff and kill.
- Removed uses of "tr -d '\r'"; this was a workaround for
  a cygwin regex bug that is no longer needed.

58bd26b6cf Update the copyright information in all files in the repository
This commit converts the license handling to adhere to the REUSE
specification.  It specifically:

1. Adds used licnses to LICENSES/ directory

2. Add "isc" template for adding the copyright boilerplate

3. Changes all source files to include copyright and SPDX license
   header, this includes all the C sources, documentation, zone files,
   configuration files.  There are notes in the doc/dev/copyrights file
   on how to add correct headers to the new files.

4. Handle the rest that can't be modified via .reuse/dep5 file.  The
   binary (or otherwise unmodifiable) files could have license places
   next to them in <foo>.license file, but this would lead to cluttered
   repository and most of the files handled in the .reuse/dep5 file are
   system test files.

6e9fed2d24 Replace RSASHA1 in autosign test with default alg
Change RSASHA1 to $DEFAULT_ALGORITHM to be FIPS compliant.

There is one RSASHA1 occurence left, to test that dynamically adding an
NSEC3PARAM record to an NSEC-only zone fails.

fbd559ad0d Update autosign test
Update the autosign system test with new expected behavior.

The 'nozsk.example' zone should have its expired zone signatures
deleted and replaced with signatures generated with the KSK.

The 'inaczsk.example' zone should have its expired zone signatures
deleted and replaced with signatures generated with the KSK.

In both scenarios, signatures are deleted, not retained, so the
"retaining signatures" warning should not be logged.

Furthermore, thsi commit fixex a test bug where the 'awk' command
always returned 0.

Finally, this commit adds a test case for an offline KSK, for the zone
'noksk.example'. In this case the expired signatures should be retained
(despite the zone being bogus, but resigning the DNSKEY RRset with the
ZSK won't help here).

9af8caa733 Implement draft-vandijk-dnsop-nsec-ttl
The draft says that the NSEC(3) TTL must have the same TTL value
as the minimum of the SOA MINIMUM field and the SOA TTL. This was
always the intended behaviour.

Update the zone structure to also track the SOA TTL. Whenever we
use the MINIMUM value to determine the NSEC(3) TTL, use the minimum
of MINIMUM and SOA TTL instead.

There is no specific test for this, however two tests need adjusting
because otherwise they failed: They were testing for NSEC3 records
including the TTL. Update these checks to use 600 (the SOA TTL),
rather than 3600 (the SOA MINIMUM).

Drop $SYSTEMTESTTOP from bin/tests/system/
The $SYSTEMTESTTOP shell variable if often set to .. in various shell
scripts inside bin/tests/system/, but most of the time it is only
used one line later, while sourcing conf.sh. This hardly improves
code readability.

$SYSTEMTESTTOP is also used for the purpose of referencing
scripts/files living in bin/tests/system/, but given that the
variable is always set to a short, relative path, we can drop it and
replace all of its occurrences with the relative path without adversely
affecting code readability.

e43b3c1fa1 further tidying of primary/secondary terminology in system tests
this changes most visble uses of master/slave terminology in tests.sh
and most uses of 'type master' or 'type slave' in named.conf files.
files in the checkconf test were not updated in order to confirm that
the old syntax still works. rpzrecurse was also left mostly unchanged
to avoid interference with DNSRPS.

16e14353b1 add "primaries" as a synonym for "masters" in named.conf
as "type primary" is preferred over "type master" now, it makes
sense to make "primaries" available as a synonym too.

added a correctness check to ensure "primaries" and "masters"
cannot both be used in the same zone.

There a race between when the delta is logged and when the
server returns signed record.  Retry the queries if the
lookups fail to meet expectations.

978c7b2e89 Complete rewrite the BIND 9 build system
The rewrite of BIND 9 build system is a large work and cannot be reasonable
split into separate merge requests.  Addition of the automake has a positive
effect on the readability and maintainability of the build system as it is more
declarative, it allows conditional and we are able to drop all of the custom
make code that BIND 9 developed over the years to overcome the deficiencies of
autoconf + custom Makefile.in files.

This squashed commit contains following changes:

- conversion (or rather fresh rewrite) of all Makefile.in files to Makefile.am
  by using automake

- the libtool is now properly integrated with automake (the way we used it
  was rather hackish as the only official way how to use libtool is via
  automake

- the dynamic module loading was rewritten from a custom patchwork to libtool's
  libltdl (which includes the patchwork to support module loading on different
  systems internally)

- conversion of the unit test executor from kyua to automake parallel driver

- conversion of the system test executor from custom make/shell to automake
  parallel driver

- The GSSAPI has been refactored, the custom SPNEGO on the basis that
  all major KRB5/GSSAPI (mit-krb5, heimdal and Windows) implementations
  support SPNEGO mechanism.

- The various defunct tests from bin/tests have been removed:
  bin/tests/optional and bin/tests/pkcs11

- The text files generated from the MD files have been removed, the
  MarkDown has been designed to be readable by both humans and computers

- The xsl header is now generated by a simple sed command instead of
  perl helper

- The <irs/platform.h> header has been removed

- cleanups of configure.ac script to make it more simpler, addition of multiple
  macros (there's still work to be done though)

- the tarball can now be prepared with `make dist`

- the system tests are partially able to run in oot build

Here's a list of unfinished work that needs to be completed in subsequent merge
requests:

- `make distcheck` doesn't yet work (because of system tests oot run is not yet
  finished)

- documentation is not yet built, there's a different merge request with docbook
  to sphinx-build rst conversion that needs to be rebased and adapted on top of
  the automake

- msvc build is non functional yet and we need to decide whether we will just
  cross-compile bind9 using mingw-w64 or fix the msvc build

- contributed dlz modules are not included neither in the autoconf nor automake
