The DLZ modules are poorly maintained as we only ensure they can still
be compiled, the DLZ interface is blocking, so anything that blocks the
query to the database blocks the whole server and they should not be
used except in testing. The DLZ interface itself should be scheduled
for removal.
The project hasn't seen any new development/changes since 2018 and it
seems unlikely we'd be able to get any changes into the upstream. Since
it's isolated into a single file and its task is fairly straighforward,
pull the code into our own repository and maintain it here as needed.
This also makes it easier to make any changes that are specific to our
project.
This commit converts the license handling to adhere to the REUSE
specification. It specifically:
1. Adds used licnses to LICENSES/ directory
2. Add "isc" template for adding the copyright boilerplate
3. Changes all source files to include copyright and SPDX license
header, this includes all the C sources, documentation, zone files,
configuration files. There are notes in the doc/dev/copyrights file
on how to add correct headers to the new files.
4. Handle the rest that can't be modified via .reuse/dep5 file. The
binary (or otherwise unmodifiable) files could have license places
next to them in <foo>.license file, but this would lead to cluttered
repository and most of the files handled in the .reuse/dep5 file are
system test files.
The old-style DLZ drivers were already marked as no longer actively
maintained and expected to be removed eventually. With the new automake
build system, the old-style DLZ drivers were not updated, and instead of
putting an effort into something that's not being maintained, let's
rather remove the unmaintained code.

removed the SDB databases in contrib/sdb as they hadn't been
maintained in some time, and were no longer able to link to named
without modification. also:
- cleaned up contrib/README, which still referred to contrib
subdirectores that were removed already, and linked to an obsolete URL.
- removed references to sdb in doc/misc/roadmap and doc/misc/sdb.
4753. [contrib] Software obtainable from known upstream locations
(i.e., zkt, nslint, query-loc) has been removed.
