3705. [func] "configure --enable-native-pkcs11" enables BIND
to use the PKCS#11 API for all cryptographic
functions, so that it can drive a hardware service
module directly without the need to use a modified
OpenSSL as intermediary (so long as the HSM's vendor
provides a complete-enough implementation of the
PKCS#11 interface). This has been tested successfully
with the Thales nShield HSM and with SoftHSMv2 from
the OpenDNSSEC project. [RT #29031]
an SOA record without an explicit TTL field and
lacking a $TTL directive, by using the SOA MINTTL
as a default TTL. This is for backwards compatibility
with old versions of BIND 8, which accepted such
files without warning although they are illegal
according to RFC1035.
Mostly, several functions that take pointers as arguments, almost
always char * pointers, had those pointers qualified with "const".
Those that returned pointers to previously const-qualified arguments
had their return values qualified as const. Some structure members
were qualified as const to retain that attribute from the variables
from which they were assigned.
Several unused functions removed from dispatch_tcp_test.c (left over
from when it was copied from dispatch_test.c).
Minor other ISC style cleanups.
Cleanup of redundant/useless header file inclusion.
ISC style lint, primarily for function declarations and standalone

Buffer types were removed, so the ISC_BUFFERTYPE_*
macros are no more, and the type argument to
isc_buffer_init and isc_buffer_allocate were removed.
isc_buffer_putstr is now void (instead of isc_result_t)
and requires that the caller ensure that there
is enough available buffer space for the string.
