Mark Andrews 8affb49a70 Move the UDP buffer pool to the dispatchmgr. UDP parameters are now set ... by the first call to dns_dispatch_getudp(), subsecquent calls can raise the maximum number of buffers. dns_dispatchmgr_setudp() could be made public.
