Set up dns plugins to use pyproject.toml (#10425) 
Final part of https://github.com/certbot/certbot/issues/10403

I tested running `tools/snap/generate_dnsplugins_snapcraft.sh
certbot-dns-dnsimple` and it put the correct description in to the
`snapcraft.yaml` file.
