As discussed here: https://codeberg.org/forgejo/discussions/issues/444 the container v2 API logic does need some refactoring for better maintainability.
This is a proposition on how to achieve that. My goal was to be able to write unit tests for functions like processImageManifest() which are currently only tested indirectly by TestPackageContainer() in tests/integration/api_packages_container_test.go.
A first unit test was implemented that targets ProcessManifest(). I think that test also shows what steps are needed to successfully execute the ProcessManifest() function and hopefully helps understanding that code better.

The package cleanup routine checks every container version for whether it is referenced by a multi-platform manifest, which appears to be a performance problem indicated by CPU profiling collected in #9358 on SQLite systems. This PR removes that check completely, which isn't necessary since #4698 added a much more performant mass-cleanup of these dangling platform versions.
May fix#9358 completely, but it leaves fundamental scalability concerns with SQLite due to long-running transactions. The transactions will be shorter with this change. Requires end-user testing to confirm if sufficiently fixed.

The inventory of the sha256:* images and the manifest index that
reference them is incomplete because it does not take into account any
image older than the expiration limit. As a result some sha256:* will
be considered orphaned although they are referenced from a manifest
index that was created more recently than the expiration limit.
There must not be any filtering based on the creation time when
building the inventory. The expiration limit must only be taken into
account when deleting orphaned images: those that are more recent than
the expiration limit must not be deleted.
This limit is specially important because it protects against a race
between a cleanup task and an ongoing mirroring task. A mirroring
task (such as skopeo sync) will first upload sha256:* images and then
create the corresponding manifest index. If a cleanup races against
it, the sha256:* images that are not yet referenced will be deleted
without skopeo noticing and the published index manifest that happens
at a later time will contain references to non-existent images.
Since #23493 has conflicts with latest commits, this PR is my proposal
for fixing #23371

And refactor the `modules/options` module, to make it always use
"filepath" to access local files.
Benefits:
* No need to do `util.CleanPath(strings.ReplaceAll(p, "\\", "/"))),
"/")` any more (not only one before)
* The function behaviors are clearly defined
Change all license headers to comply with REUSE specification.
