Replace the anti-CSRF token with a [cross origin protection by Go](https://go.dev/doc/go1.25#nethttppkgnethttp) that uses a stateless way of verifying if a request was cross origin or not. This allows is to remove al lot of code and replace it with a few lines of code and we no longer have to hand roll this protection. The new protection uses indicators by the browser itself that indicate if the request is cross-origin, thus we no longer have to take care of ensuring the generated CSRF token is passed back to the server any request by the the browser will have send this indicator.

Currently, the documentation mention that a CODEOWNERS file can be located in .forgejo for code owner PR review assignment, but this does not work. Add support for this location.

- Only send a review request based on the code owner file if the code
owner user has read permissions to the pull requests of that repository.
- This avoids leaking title of PRs from private repository when a
CODEOWNER file is present which contains users that do not have access
to the private repository.
- Found by @oliverpool.
- Integration test added.
- This allows `CreateDeclarativeRepo` to be used by other testing
packages such as E2EE testing.
- Removes unused function in `services/webhook/sourcehut/builds_test.go`.
- Disable the CODEOWNERS feature for forked repositories, as it would
otherwise inadvertently request reviewers when for example a pull
request is opened against a forked repository to propose changes to an
existant pull request in the original repository.

- The CODEOWNER feature relies on the changed files to determine which
reviewers should be added according to the `CODEOWNER` file.
- The current approach was to 'diff' between the base and head branch,
which seems logical but fail in practice when the pull request is out of
date with the base branch. Therefore it should instead diff between the
head branch and the merge base of the head and base branch, so only the
actual affected files by the pull requests are used, the same approach
is used by the diff of an unmerged pull request.
- Add integration testing (for the feature as well).
