Packaging: Ensure targz build parity between Make and dagger (#121294 )

* Add compare targz builds

* fix actionlint and zizmor errors

* More parity between the two

* dont print file contents, sheesh

* use better runners for these

* Add missing conf & data directories

* fix scripts

* fix download catalog plugins script

* improve the comparison logic because build hashes are different between dagger (docker) and github host
