BUG/MINOR: quic: Ignored less than 1ms RTTs

Browse source 
Do not ignore very short RTTs (less than 1ms) before computing the smoothed
RTT initializing it to an "infinite" value (UINT_MAX).

Must be backported to 2.7 and 2.6.
