f25fbad356 [MINOR] errors: provide new status codes for config parsing functions 
Some config parsing functions need to return composite status codes
when they rely on other functions. Let's provide a few such codes
for general use and extend them later.

d740babd0e [MINOR] move error codes to common/errors.h 
It's useful to be able to share error codes between C files,
so move the codes currently only used in protocols to a generic
file.
