1b91a93e34 Make host optional for oci database resources 
`oci` uses Zend's `Oracle` adapter, which does not use this setting at
all.

39838f1606 Add database resource type IBM for DB2 
It uses the pdo_ibm driver and Zend Adapter Zend_Db_Adapter_Pdo_Ibm.

0e92e333aa Make isValid* calls of configuration forms being static 
This allows a more flexible usage as there is no need to access instance
formdata when validating such configuration.
