* Disable tests with down-rev agents
These are broken by AuthorizeNodeWithSelectors being on by default. All
agents must be upgraded to v1.32 or newer to work properly, until we
backport RBAC changes to older branches.

Reuse the existing etcd library code to start up the temporary etcd
server for bootstrap reconcile. This allows us to do proper
health-checking of the datastore on startup, including handling of
alarms.

In rke2 everything is a static pod so this causes a chicken and egg situation
in which we need the kubelet running before the kube-apiserver can be
launched. By starting the apiserver in the background this allows us to
do this odd bootstrapping.
