packaging tests

Debian autopkgtests from distro/pkg/deb/tests are reused here using apkg test and symlinks.

To run tests (from project root):

apkg test

See templated tests control: distro/tests/extra/all

To see rendered control (from project root):

apkg test --show-control [--distro debian-11]
