Dan Winship 19f19e2f4f Merge the ExternalTrafficPolicy: Local tests together ... Merge TestOnlyLocalExternalIPs, TestOnlyLocalLoadBalancing, and TestOnlyLocalNodePorts together into TestExternalTrafficPolicyLocal. Drop the assertIPTablesRulesEqual tests in favor of runPacketFlowTests.
