Benjamin Elder 400de60be2 remove opencontainers/cgroups dependency from e2e tests 
- ensures tests compile portably (tests may use linux features *in the cluster*, not in the test binary)
- decouples from future changes to runc, by checking cpu weight direction instead of identical computation
