Madhav Jivrajani ae55bcda44 hack/jenkins: Remove GODEBUG workaround for sha1 changes 
This commit undoes the GODEBUG=x509sha1=1 workaround.
The problem should be fixed in Go 1.18.1 now.

Jenkins is no longer in use, please see the test-infra repo and in particular Prow instead.

This directory contains some scripts that are still used by the new CI.
