Madhav Jivrajani 6fd830a075 hack/tools: bump golangci-lint and consequently staticcheck 
This bump is done since the latest version of staticcheck includes
a fix for a false positive reported by us, discovered while bumping
to go1.20

This directory contains a stub go module used to track version of development tools like the ones needed for linting go sources.
