3b074c811a Inject the repair job only once 
Since we backproted we should do a better check. Else we run the code
again for everybody upgrading to 22.

758a662b23 Do not try to contact lookup server if not needed 
In some cases (for example you never send data to the lookup server)
there is no need for this job to even try.
