Merged in FreeBSD necessary changes in. Note, all of our source modifications were *not* merged in (FreeBSD-DEVELOPER and symlink) but the source is now the stock sources.

Use a phony .POSIX target. This seems to be the way to turn off the stuff in src/usr.bin/make/main.c rev 1.161.
