7b3ea376a2 META MODE: Prefer INSTALL=tools/install.sh to lessen the need for xinstall.host. 
This both avoids some dependencies on xinstall.host and allows
bootstrapping on older releases to work due to lack of at least 'install -l'
support.

54c7d75a06 META_MODE: Remove DEP_RELDIR from Makefile.depend files. 
This has not been needed since r284171 in projects/bmake.

ccfb965433 Add META_MODE support. 
Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.
