[private] add libevent1 and sqlite3 include files for our private libraries.
...
This, like including ucl private headers, is useful for writing new base
system tools. Yes, anyone using these libraries shouldn't assume ABI
compatibility.

Move the USE_PREAD configuration knob out of the middle of the autoconf
...
generated ones. It is easy to mistake as an option that has gone away
when it's actually a control that was explicitly turned on for FreeBSD.
