assym is only to be included by other .s files, and should never
actually be assembled by itself.

These files previously had a 3-clause license and 'THE REGENTS' text.
Switch to standard 2-clause text with kib's approval, and add the SPDX
tag.

Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.
