There are some potential issues with the test (as brd@ has pointed out
elsewhere) with precision, etc not being set before the test, but as
always, more research is required.
This contains some new testcases in /usr/tests/...:
- .../lib/libc
- .../lib/libthr
- .../lib/msun
- .../sys/kern
Tested on: amd64, i386

The Makefiles in contrib/netbsd-tests were pruned as they have no value

- Skip cast the arguments to powl as long double so powl properly interprets
those arugments at compile-time when picking the type
