pthread_mutexattr_getprioceiling and pthread_mutexattr_setprioceiling
both return EINVAL if ->m_protocol != PTHREAD_PRIO_PROTECT. The
reasoning behind this decision isn't documented in neither the FreeBSD
nor the OpenGroup manpages.
