cdebaff820 Upgrade NetBSD tests to 01.11.2017_23.20 snapshot
This contains some new testcases in /usr/tests/...:

- .../lib/libc
- .../lib/libthr
- .../lib/msun
- .../sys/kern

Tested on:	amd64, i386

ddba0402f4 Import testcase updates with code contributed back to NetBSD
This also (inadvertently) contains an update to
contrib/netbsd-tests/lib/libc/sys/t_wait.c (new testcases).

fbf2d5a99b Add test for a musl libc memmem bug
With a short needle (aka little) musl's memmem could read past the end
of the haystack (aka big). This was fixed in musl commit c718f9f.

640235e2c2 Checkpoint initial integration work
- Some of the lib/libc and lib/thr tests fail
- lib/msun/exp_test:exp2_values now passes with clang 3.8.0

The Makefiles in contrib/netbsd-tests were pruned as they have no value

d44d3fbae9 Update goodResult after recent changes made to the PRNG in libc
The PRNG was changed in r300953/r300956, and subsequently, the numbers
generated have changed. This is expected ABI breakage per ache

16150352f5 memmem(3): empty little string matches the beginning of the big string
This function originated in glibc, and this matches their behaviour
(and NetBSD, OpenBSD, and musl).

An empty big string (arg "l") is handled by the existing
l_len < s_len test.

ff0ba87247 Mechanically replace #if defined(__FreeBSD__) and #if defined(__NetBSD__) with
their #ifdef equivalents for everything changed in contrib/netbsd-tests. There
are some items from the vendor tree that use #if defined(__FreeBSD__) or
#if defined(__NetBSD__) which are being left alone

minus the vendor Makefiles
