Bryan Drewery 144cd65bca Use FILES for installing the dtrace scripts. 
The BSD.usr.dist mtree always creates /usr/lib/dtrace so there is no
need to check if it exists.

The FILES mechanism already supports LIBRARIES_ONLY.
