Richard Scheffenegger 22dcc81293 tcp: Use segment size excluding tcp options for all cwnd calculations 
Avoid sending small segments by making sure that cwnd is usually
calculated in full (data) segment sizes. Especially during loss
recovery and retransmission scenarios.
