Ruslan Bukin cde6fa2857 Add new shared library -- libopencsd. 
OpenCSD is an ARM CoreSight(tm) trace packets decoder.

- Connect libopencsd to the arm64 build.
- Install opencsd headers to /usr/include/opencsd/
