Andrew Gallatin ca4e37e1cf Increase the timeout to be 3*hz. This recalibrates the timeout so that ... it has the same value on all platforms. Previously it was just under 3 seconds on x86 (typically hz<=128) and just under 1/3 of a second on alpha (typically hz>=1024).
