Andriy Voskoboinyk 3f3d4d6100 wpi: restore frame header before submitting an mbuf to 
ieee80211_tx_complete()

This change allows to pass packet length to rate control modules and
fixes IFCOUNTER_OBYTES calculation.

Tested with Intel 3945BG, STA mode.
