Mitsuru IWASAKI bb579ecba0 Cleanup on power off code under ACPI. 
- Remove DELAY() kludge before power off.
 - Move EVENTHANDLER_REGISTER to acpi_attach().
 - Pass RB_POWEROFF flag to shutdown_nice().
