Magnus Hagander b25d3e4db0 The correct min buffer size is 
INITIAL_EXPBUFFER_SIZE, not PQERRORMSG_LENGTH.

Backpatch only, the proper fix in HEAD is
to use PQExpBuffers everywhere.
