Support musl Rust Installation in Modules Makefile (#13549) 
This PR introduces the installation of the `musl`-based version of Rust,
in order to support alpine-based runtime environments (Rust is used by
[RedisJSON](https://github.com/RedisJSON/RedisJSON)).
