We now check if a value has an ephemeral mark before trying to format
it. The check prevents us from passing a marked value to go-cty's
AsString function, which leads to a crash.
Previously, there was mixed usage of "(sensitive)" and "(sensitive value)" and even though it was more common to see "(sensitive)", the thought is that it's a value we are hiding rather than describing something already shown.
This is part of a general effort to move all of Terraform's non-library
package surface under internal in order to reinforce that these are for
internal use within Terraform only.
If you were previously importing packages under this prefix into an
external codebase, you could pin to an earlier release tag as an interim
solution until you've make a plan to achieve the same functionality some
other way.
