Docs have been moved since the tool was written so that exclusion is no longer needed. Since the defaults were added the `pipeline` group has expanded to include all `.github`, which we don't want to always backport. It seems unlike that `pipeline` tooling changes are likely to be required often on inactive branches so we'll exclude all together for now.
