c82e4d2379 [v9_10] fix mkeys TTL 0 issue 
4337.	[bug]		The previous change exposed a latent flaw in
			key refresh queries for managed-keys when

8657122d38 change [=PATH] to [=ARG] for two dlz configure switches help text 
this is for #41940
--with-dlz-filesystem and --with-dlz-stub don't use a path
so update the --help text for them

too trivial to add a CHANGES entry
